Most recent reporting in Cork concerns rats in older social housing. In April 2026 The Echo reported that a Cork City Council tenant in the Togher Road flats had found rodent droppings in her bedroom. The council told the paper it was addressing rodent activity at the flats through a multi-disciplinary approach, including pest control by a specialist treatment contractor, tackling dumping and dealing with overgrown gardens.
In July 2025 The Echo reported claims by residents of Ard Bhaile and Glenamoy Lawn in Mayfield, two northside council estates with 157 and 109 homes, that rats were using a disused network of pipes and tunnels from the old boiler room to move between flats, made worse by a minority dumping rubbish. These were residents’ accounts reported by the paper, but they show the pattern pest controllers describe across the city: rats follow waste, overgrowth and old service voids.
Because the HSE service is Dublin-only, the Irish Times noted in May 2024 that infestations outside the capital are handled by private companies or, in some cases, local authorities. Under the Rats and Mice (Destruction) Act 1919 the occupier of land is responsible for dealing with rats on it.

Renting in Cork: who deals with pests
Private tenants are covered by the Housing (Standards for Rented Houses) Regulations 2019. Regulation 4(4) says that, where necessary, adequate provision must be made to prevent harbourage or ingress of pests or vermin, and Regulation 11 requires access to suitable pest and vermin-proof refuse storage. Citizens Information summarises this as a landlord duty to make efforts to prevent infestation. Tell your landlord first and keep a written record. If the problem is a building defect that is not fixed, Cork City Council’s Private Rental Inspection Unit enforces the standards, and disputes between landlord and tenant go to the Residential Tenancies Board.
