Pest control in Limerick: costs, council services and local pests

Quick answer: Limerick City and County Council does not run a pest control service for private homes, and the free HSE rat service covers Dublin only. The council deals with rats on public land and in its own housing, often through a contractor; householders use a private pest controller.

Local pest issues in Limerick

The most visible recent case was in the city centre. In July 2025 a group of rats was photographed in a planter on O’Connell Street near Bedford Row. Limerick Leader reported on 14 July 2025 that the council had the planter bed fenced off with Harris fencing, that a pest control company had removed some rodents and treated the area, that it was being monitored daily with nearby planters also checked, and that the council reminded the public to dispose of food waste responsibly.

Council housing has also featured. In January 2022 the Limerick Post reported on a council tenant’s rat-infested home and said the council had paid a private pest control firm to tackle the problem. The pattern matches the public-space case: the council acts as landowner or landlord and hires a contractor, rather than offering treatment to private households.

Under the Rats and Mice (Destruction) Act 1919 the occupier of land is responsible for dealing with rats on it, and the HSE holds the enforcement powers. Outside Dublin, the Irish Times noted in May 2024, infestations are dealt with by private companies or, in some cases, local authorities.

Renting in Limerick: who deals with pests

Private tenants are covered by the Housing (Standards for Rented Houses) Regulations 2019. Regulation 4(4) says that, where necessary, adequate provision must be made to prevent harbourage or ingress of pests or vermin, and Regulation 11 requires access to suitable pest and vermin-proof refuse storage. Citizens Information summarises this as a landlord duty to make efforts to prevent infestation. Tell your landlord first and keep a written record. If the problem is a building defect that is not fixed, Limerick City and County Council enforces the standards, and disputes between landlord and tenant go to the Residential Tenancies Board. Limerick’s council says tenants must always report an issue to the landlord first, may then make a written complaint if it is not put right, and that complaints from third parties cannot be entertained, so the complaint needs to come from the tenant.

  • Ask for the technician’s PMU number if rodenticides may be used, and check it against the DAFM register.
  • Ask whether the firm belongs to a trade body such as the Irish Pest Control Association (IPCA), which publishes a member list. Membership is voluntary, so confirm it rather than assume it.
  • Get the scope in writing: survey, number of visits, what proofing is included, and whether VAT is in the price.
  • Ask how the firm finds the cause (for rats, a drain check is often part of this) rather than only laying bait.
