Pest control in Waterford: costs, council services and local pests

Quick answer: Waterford City and County Council does not offer pest control to private homes, and the free HSE rat service covers Dublin only. Householders use private pest controllers, and private tenants whose home is not pest-proof can complain to the council’s Housing Inspections Team.

Local pest issues in Waterford

Waterford has had less public reporting on pests than the larger cities, and we found no council statement on rat activity in the city itself. The clearest recent local case involved food safety: in March 2022 WLR FM reported that the HSE and the Food Safety Authority of Ireland served a closure order on a food shop in a Waterford business park after finding evidence of rodent infestation, judged a grave and immediate danger to public health. The order was lifted on 11 March 2022 once the owners had taken corrective measures. HSE Environmental Health Officers inspect food businesses, so pests in a shop or takeaway are a matter for the HSE, not the council.

For homes, the key local body is the council’s housing inspections function. Waterford City and County Council says inspections are carried out either by a council Housing Inspector or by a private contractor on its behalf, and the council has tendered publicly for private rented inspections on that basis.

Outside Dublin, the Irish Times noted in May 2024, infestations are dealt with by private companies or, in some cases, local authorities, and the occupier of land is responsible for rats under the Rats and Mice (Destruction) Act 1919.

If a landlord ignores an Improvement Notice, the council can serve a Prohibition Notice stopping the property being re-let until it complies. The council states that re-letting in breach can lead to a fine of up to €5,000 or up to six months’ imprisonment, or both, plus €400 a day for a continuing offence.

Renting in Waterford: who deals with pests

Private tenants are covered by the Housing (Standards for Rented Houses) Regulations 2019. Regulation 4(4) says that, where necessary, adequate provision must be made to prevent harbourage or ingress of pests or vermin, and Regulation 11 requires access to suitable pest and vermin-proof refuse storage. Citizens Information summarises this as a landlord duty to make efforts to prevent infestation. Tell your landlord first and keep a written record. If the problem is a building defect that is not fixed, Waterford City and County Council enforces the standards, and disputes between landlord and tenant go to the Residential Tenancies Board. How to choose a pest controller

  • Ask for the technician’s PMU number if rodenticides may be used, and check it against the DAFM register.
  • Ask whether the firm belongs to a trade body such as the Irish Pest Control Association (IPCA), which publishes a member list. Membership is voluntary, so confirm it rather than assume it.
  • Get the scope in writing: survey, number of visits, what proofing is included, and whether VAT is in the price.
  • Ask how the firm finds the cause (for rats, a drain check is often part of this) rather than only laying bait.
